The Collapse of the 28-Point Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: a renewed assault of missile and drone strikes on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of opposing developments captured the harsh reality of the recent timeframe. By day, negotiation efforts are conducted: optimistic declarations are delivered from various governments. Immense energy is expended on containing particular approaches. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is capable of detecting rocket firings from across the border, a capability provided through up-to-date information. From observation points, Ukrainian air force fighter jets that had been deployed to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every deployment jolts you unexpectedly, shaking the windows. The moment of terror quickly transforms into grim resignation: perhaps the hostile projectile won't hit its mark this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon engaged a drone somewhere nearby, part of a mobile-fire group – probably Western-made equipment. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its objective.

With pauses, this carried on until dawn. Kyiv awoke to the morning news: seven people killed, devastation and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still went about their day – living the war. But those full day illustrated Ukraine's vital need on international aid – a reliance that regional partners are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The comprehensive proposal from Washington generated strong feelings, discussion and profound anxiety – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.

Political Considerations

It is tempting to accuse certain parties of persistently promoting Kremlin's demands. But that does not seem to be the entire situation. Washington functions according to a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The American government believes that it is unrealistic to compel Moscow to surrender the areas that it currently occupies in Ukraine's south or east.

The challenge is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from believing that the status quo will not change more in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that time is on his side – that Ukraine and its allies are approaching exhaustion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a complete military breakdown until circumstances change in its favour.

Current Realities

Objectively, there are no genuine requirements for a truce. Now, personal considerations are coming into play: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be considerably more difficult after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a mere seven days to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all served their function.

While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, mainly require sustained allied backing.
